I've seen a lot of tall guys do this, they admit it's a dick move. Of course, there will never be a tall version of "Napoleon Complex," so they have nothing to lose. Johnson would even urinate on people for fun:

Johnson lived to dominate, and he used crass behavior to bend people to his will. At 6-ft., 3-in. tall and 210 lbs., he liked to lean over people, spitting, swearing, belching, or laughing in their faces. Once, he even relieved himself on a Secret Serviceman who was shielding him from public view. When the man looked horrified, Johnson simply said, “That’s all right, son. It’s my prerogative.”

Imagine if a short authority figure pissed on his subordinates, he'd be diagnosed with short man syndrome for sure, and I doubt any of the good he did would remove that label. As for Johnson, I doubt he would've acted like this if he was average height or shorter.

Either way, it seems all was forgiven, as many believe it was this attitude that allowed Johnson to get things done. Of course, plenty of people like JFK, and even another tall man in Abe Lincoln accomplished objectives without The Johnson Treatment. Seems like an excuse to act like an asshole to me, and I would love to know how Johnson peeing on his bodyguards helped civil rights. 

Whatever the case, walking around like this is one of those things that only a tall man can pull off.
